Can cygnoline be an allergen? Cause chronic sinusitis? Loss of voice. Dry airways?

Yes, cygnolin, like any substance, can be an allergen. I have not found information that cygnoline causes sinusitis, loss of voice or dry airways. These symptoms are unlikely to occur with cygnoline topical preparations because cygnoline is not absorbed through the skin or is absorbed in clinically insignificant amounts. Usually, when using cygnolin, unwanted reactions occur at the application site and include, for example, skin lesions such as discoloration or erythema.
