Solacutan is prescription and very expensive: b.ma 25g tube is about 100 PLN. This drug contains diclofenac sodium in the amount of 30mg/g. while the popular, many times cheaper and over-the-counter VOLTAREN also contains diclofenac but diethylammonium, in a lower concentration of 23mg/g. So is it possible to use the much cheaper and over-the-counter Voltaren instead of Solacutan for actinic keratosis, e.g. of the scalp, probably hoping for a slower effect?

Solacutan and Voltaren are two different drugs that contain diclofenac derivatives, but they differ in the composition and concentration of the active ingredient:
Solacutan contains diclofenac sodium at a concentration of 30 mg/g and is only available by prescription. Indications for its use include local treatment of actinic keratosis, primarily of the scalp or face.

Voltaren contains diclofenac diethylammonium at a lower concentration of 23 mg/g and is available without a prescription. Indications for its use include local treatment of pain and inflammation of the musculoskeletal system. The efficacy and safety of Voltaren in the treatment of actinic keratosis have not been confirmed in clinical trials.
