I would like to ask if it is possible for a 4-year-old child weighing 15 kg to be prescribed a dose of Ospen 750 (750,000 IU/5 ml) according to the schedule of 2 x 9 ml/day
That's 2.7 million IU/day
Where the leaflet contains information about the upper limit of the daily dose of 100,000 IU/kg, i.e. at 15 kg - 1.5 million IU/day.
The dosage is for the treatment of strep throat.

The daily dose will be exceeded. Be sure to consult your paediatrician and determine the correct dosage for your medicine.
The usual recommended dose for children aged 1-6 years is about 2.5 ml of the drug 3 times a day, every 8 hours.
As you rightly pointed out, for a child weighing 15 kg, it would be appropriate to take up to 1.5 million IU of medication per day.
