Yes, these drugs are substitutes. You can dispense Atenza's Concerta.

We have information from the manufacturer that from Monday 11.03.2024 Atenza (a substitute for Concerta) will be put into stock in wholesalers. More here:

We have information from the manufacturer that Concerta is regularly sold to the largest pharmaceutical wholesalers in Poland. The manufacturer does not anticipate any interruptions in supply.
Concerta is not available in Warsaw - when will it be available?
