Some time ago, on both sides of my nose, I experienced a slight degree of redness and with it the skin descending in the form of small white epidermis, commonly called (I think) ichthyosis. The doctor recommended a protopic ointment, which did the trick pretty quickly. Only it also ran out quite quickly, the small package didn't last long. Is there a substitute available, preferably over-the-counter and in a larger package for my ailment.

Protopic and substitutes are only available with a prescription and can only be used after consultation with a doctor.
You may want to consider using other over-the-counter remedies. Such preparations have a slightly milder effect, but can be used long-term, e.g. ointment with vitamin A, hemp oil or B vitamins and panthenol.
