Should I contact the pharmacy if the Victoza pen does not work?

What if one pen doesn't work. It was not used at all, it was in the box, you can not turn the knob to 0.6 at all. Should I call the pharmacy where you bought the medicine? This, however, comes out PLN 150 per syringe
