A prescription for drugs with morphine hydrochloride is a "narcotic" prescription - for narcotic drugs. Doctors are not restricted in their specialty when it comes to issuing prescriptions for morphine drugs. This does not mean that a doctor has to issue a prescription at the request of the patient - in that sense, I would not say that "every doctor will issue" such a prescription.
