The preejaculate may contain sperm capable of fertilization. However, the survival time of sperm outside the body depends on the environment. Sperm on clothing and bedding can only survive for a few minutes. They can survive much longer (as much as several hours) on the surface of the penis or in the vestibule of the vagina.
Sperm transfer from the dried preejaculate on the T-shirt is very unlikely. Sperm are susceptible to changes in pH, temperature and drying out. In the described case, the risk of pregnancy is negligible.
